Shay Cathey, Senior Policy Advisor


Shay Wyrick Cathey is in her sixth year with Dallas County having worked in the Road & Bridge offices, the Criminal Justice Department, and now with the County Judge.

Most recently, Shay was the Criminal Justice Advisory Board Coordinator for the county working with law enforcement, prosecutors and other justice system leaders to ensure that the Dallas County justice system operates efficiently.

In her new capacity, Shay will advise Judge Jenkins on county policy and monitor the Truancy Courts, which report directly to the County Judge. She will also be the point of contact in his office for all criminal justice and law enforcement issues and serve as his liaison to Parkland Hospital.

Lauren Mish, Chief of Staff


Lauren Mish comes to Dallas County after serving in the Texas House of Representatives as Chief of Staff for Rep. Allen Vaught. During her career in Austin, she worked on environmental issues, health and human services bills, and transportation.

Lauren’s legislative experience will be an asset to Judge Jenkins as she monitors bill filings and movement during this legislative session. She will also be the point of contact for all transportation matters, including working with NTTA, RTC and the NCTCOG.

Additionally, Lauren will work with the Director of Dallas County Homeland Security, who also reports to Judge Jenkins, to ensure Dallas County is prepared for any disaster.

Ruby Blum, Policy Advisor


Ruby Blum comes to Dallas County after working at the Wyoming Department of Health in the Directors Unit for Policy, Research, and Evaluation. During her time in Wyoming she focused on health policy related to Medicaid and Medicare.

Additionally, Ruby has a background in coaching speech in debate and will bring strong research and policy skills.

In her position with Judge Jenkins, Ruby will advise on health policy including Affordable Care Act implementation efforts, the 1115 waiver, and healthcare related legislation. She will work closely with Parkland Hospital as well as other area hospitals and healthcare providers on policy issues that impact Dallas County.

Ruby also leads an AmeriCorps VISTA project sponsored by the Office of the County Judge in partnership with Parkland's Southeast Dallas Health Center. Healthy Dallas County seeks to improve access to services and increase community awareness of health coverage options.
