How Do I Qualify as a Dallas County SBE?

To qualify as a SBE in Dallas County, the following criteria must be met:

  • Must be certified as an SBE by one of the following County approved entities:
    1. DFW Minority Supplier Development Council,
    2. North Texas Regional Certification Agency (NCTRCA) and/or
    3. the Women’s Business Council of Southwest,
    at the time of the proposal/bid submission Other certifications are not acceptable;
  • 51% or more owned and controlled
  • Gross revenues or number of employees averaged over the past three years must be equal to or below 20% of the Small Business Administrations (SBA) standards.
    For example:
    The SBA size standard for General Building and Heavy Construction is $35.6 million, which size standard for the Dallas County SBE program would be $7.12 million or 20%.
  • Owner’s personal net worth (PNW) must not exceed $3.2 million;
  • Firm must be organized as a for-profit business
  • Must compete, sign and submit the Small Business Threshold Affidavit affirming the firm meets all of the above mentioned requirements to qualify and be recognized as a SBE by Dallas County; and
  • Must also perform a commercially-useful function on the project and have a local presence in Dallas County Metropolitan Statistical Area (MSA) in order to be counted for SBE points. The MSA includes the following counties: Dallas, Tarrant, Denton and Collin.
