Medicaid Waiver Program is a waiver under section 1115 of Social Security Act that allows states more flexibility in designing health programs. Texas received federal approval of an 1115 waiver in December 2011. Texas Waiver Program created two funding pools: Uncompensated Care (UC) & Delivery System Reform Incentive Payment (DSRIP). Healthcare providers which participate in DSRIP implement projects from a menu of Health and Human Services Commission (HHSC) and Centers for Medicare and Medicaid Services (CMS)-approved projects that contribute to delivery transformation and quality improvement. 

Dallas County Health and Human Services (DCHHS) implemented a Health Education and Promotion Program as part of its DSRIP initiative under the Texas Medicaid 1115 Waiver in 2012. The overarching goal of this program is to expand access to health information and increase community awareness of communicable diseases and available preventive services. The program concentrates on preventive education to bring about health behavioral changes and ultimately reduce unnecessary burden to the healthcare system. DCHHS Health Education and Prevention Program aims to:

  • Increase awareness by increasing community access to health information on disease prevention through promotion activities such as health fairs
  • Utilize media presentations to promote behavior change by impacting knowledge, awareness and/or attitude
  • Promote health by collaborating with community stakeholders and medical providers through panel discussions, health education, printed materials, and social media.

Under the program, DCHHS partners with community organizations, healthcare providers, school districts and others to conduct various health promotional activities.
