Joe Wells, elected in November 2006, was sworn in as County Treasurer January 1st 2007. Wells brings twenty four years of administrative management experience and a detailed knowledge of Dallas County Government to the County Treasurer’s Office.
Joe Wells served twelve years (1983-1994) as Administrative Assistant to County Commissioner Chris V. Semos contributing to planning and oversight of County budgets, bond programs and operations. Wells served twelve years (1995-2006) as Director of Community Service Restitution for the Volunteer Center of North Texas; managing court ordered volunteer programs that serve County and State District Courts, Probation Departments, Municipal Courts and School Districts. These programs screened and referred 10,000 court mandated volunteers to 600 participating non profit agencies and resulted in 600,000 hours community service annually
Joe Wells’ volunteer community activities have included service as Chair Dallas Nature Center, Vice Chair Dallas Sierra Club, Board member Save Open Space, and appointed membership on local and state advisory committees including Dallas Environmental Health Commission, NCTCOG Air Quality Advisory Committee, Dallas County Local Emergency Planning Committee. A Conservation Award recipient of the Lone Star Chapter Sierra Club, Wells was also recognized by the Dallas American Lung Association for his environmental advocacy. Wells has served as a Deacon, Board Member of East Dallas Christian Church; as a member of the Woodrow Wilson High School SCE Committee; CWA Texas State Employees Union AFL-CIO Labor Council representative, and as a Democratic Precinct Chair who has worked for over four decades on behalf of the Democratic Party and its candidates. An active member of the Oak Cliff Lions Club, Wells also currently serves as a member of the Salvation Army Adult Rehabilitation Center Advisory Council.
Joe Wells, a life long Dallas County resident, is a native of East Dallas and a Woodrow Wilson High School graduate (1966). Wells earned BA (1975) and MA (1981) Degrees in Political Science from UTA following service in the US Air Force (1968-1972). After residing in North Oak Cliff for twenty three years he and his wife Beth moved to Grand Prairie in 2004. Married in 1976 to Beth Wicker Wells the couple have grown children Daniel Wells and Emily Chenevert and two grandchildren Sadie Wells and Hudson Chenevert.
As County Treasurer Joe Wells chairs the County Financial Review Committee, County Treasurer’s Public Advisory Committee and serves on the County Bail Bond Board, and on the Employee Benefits Committee. As County Treasurer Wells serves as the chief custodian of county finance responsible for receiving all monies belonging to the county from whatever source; keeping and accounting for all county funds in the county depository bank and paying , applying or disbursing all county funds in such a manner as directed by Commissioners Court and in conformance with law.
