About Roy Williams, Jr.
Constable Roy Williams, Jr. was born May, 1968 in Dallas, TX. His father, Roy Williams, Sr., was born in Marshall, TX and his mother, Kathleen Terrell Williams, was born in Dallas, TX. Roy continues a list of family members who excelled in criminal justice in Dallas County, as both his parents retired from Dallas County. His father was a manager in Community Supervision and Corrections (formally Adult Probation), and his mother was a Detective with the Sheriff’s Department.
Roy began his career at the Dallas County Sheriff’s Department in 1990 as a Detention Service Officer. He graduated from the Sheriff’s Academy in 1993 ranked 9th in a class of 31. He served 5 years in the Court Services/Bailiff section until being chosen to become the Assistant Training Coordinator of the Peace Officers program. Of the 9 Basic Police Science Classes he directly supervised, trained, or assisted, 6 had a 100% pass/graduation rate. This was an unduplicated achievement. In 2003, he achieved the rank of Investigator and was assigned to the Fugitive Extradition Division, working with over 200 U.S. and territorial agencies in the safe return of fugitives to Dallas County.
Roy continues to pursue specialized training from various academies including the Institute for Law Enforcement Administration, where he received his license to instruct Law Enforcement Ethics and Cultural Diversity in Law Enforcement. He is also licensed by the Texas Commission of Law Enforcement Officer Standards and Education (TCLEOSE) in Firearms. He is a graduate of the National Academy of Professional Drivers and licensed to instruct Tactical Police Driving, and has, at various times, held instructor certifications in non-lethal Use of Force, ASP Baton, OC Pepper Mace, and with the American Red Cross (First Aid, CPR, AED). He has been invited by other Texas agencies to teach Cultural Diversity, Ethics, and Courtroom Security. Since being sworn as the Constable of Precinct 4, Roy has completed the Newly Elected Constable School, graduated from the Texas Constable Leadership College, and become certified in National Incident Management System (NIMS) by completing studies and training in Intermediate Incident Command System for Expanding Incidents, ICS 300 and 400 at the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) at Sam Houston State University.
He is a member of the Justice of the Peace and Constables Association of Texas (JPCA), National Organization of Black Law Enforcement Executives (NOBLE), and Texas Association of Counties (TAC).
Roy has earned a Certificate of Merit and in 2012, he received the Presidents Award from the Grand Prairie Branch of the NAACP.
Roy is married to his college sweetheart, Juliet. They have one son, Dominique, an Eagle Scout. They have resided in Grand Prairie since 2007. He is a member of the Greater Golden Gate Missionary Baptist Church where he is active in the Music, Men’s, and Youth Ministries.
On November 2, 2010, Roy was duly elected to the office of Constable, Precinct 4, Dallas County, Texas.
