Authorizing the County Treasurer to transfer funds and/or issue described Dallas County checks or authorized Payroll Direct Deposits for the period of September 1, 2011 through September 30, 2011.

Approving and accepting the Report of the County Treasurer for the month of July, 2011.

Authorizing the County Judge to execute the lease renewal for 3,900 square feet of office space for the Grand Prairie Tax Office, for a period of 36 months beginning September 1, 2011 and expiring August 31, 2014 at the existing monthly rate of $4,046.25 per month or $12.45 per square foot.

Approving acceptance of a grant award for the Dallas County Constable Precinct 2 Tobacco Compliance grant from the Texas Comptroller of Public Accounts, and authorizing the County Judge as the official given the power to reject, alter, or terminate the grant on behalf of Dallas County.

Approving acceptance of three (3) seized vehicles to be made available for covert use by the Sheriff’s Office Clean Air Task Force.

Authorizing the changes in the service of civil process, writs and Justice of the Peace Warrants, as outlined, including development of the FY 2012 Budget with the Sheriff’s Office being authorized the following additional staffing:  (a) one (1) Deputy III, one (1) Clerk III, three (3) Clerk II and continuation of eighteen (18) Deputy Sheriff positions that would have been otherwise deleted; in addition, the FY 2012 Budget for Constable Offices will be developed with the following deletions related to the change in workload:  (A) Constable Precinct 1 deletion of one (1) Deputy II, five (5) Deputy and three (3) Clerk I positions; (B) Constable Precinct 2 deletion of one (1) Deputy II, two (2) Deputy and two (2) Clerk 1 positions; (C) Constable Precinct 3 deletion of one (1) Deputy II, four (4) Deputy and three (3) Clerk I positions; (D) Constable Precinct 4 deletion of one (1) Deputy II, one (1) Deputy and three (3) Clerk I positions; (E) Constable Precinct 5 deletion of three (3) Deputy and two (2) Clerk I positions.

Authorizing implementation of the Indigent Defense Review Pilot Project (IDP) and the expansion of the Electronic Monitoring Program and recommending that the Human Resources/Civil Service Department review the new positions for proper classification.

Approving and authorizing the Office of Information Technology to use $51,385.00 from the Major Technology Unallocated Reserves fund.

Approving an exception to the Nepotism Policy for the employees of the District Attorney’s Office, as outlined.

Approving the policy revisions to Sections:  86-1(1) Definitions (Category A); 86-1(2) Definitions (Category B); 86-1007 Civil Service Rules of Practice; and 86-781 through 86-788 Harassment Policy, as outlined, and the incorporation of such policy into the Dallas County Code.

Approving the policy revisions to Chapter 82:  Article I General Introduction; Article II Payroll Workweek, Pay Deposits/Computation, Work Schedules, Telecommuting; Article III Emergency and Inclement Weather Conditions; Article IV Overtime/Compensatory Time; Article V Automated Time and Attendance Entry Systems; Article VI Payroll Actions; Article VII Approved Time Guidelines for Various Leaves, as outlined, and the incorporation of such policy into the Dallas County Code.

Approving TexHealth Central Texas to be designated as the entity to operate a 3-Share Plan in Dallas County.

Authorizing the Dallas County Sheriff’s Department to continue participating in OCDETF, ICE, U.S. Secret Service, and HIDTA programs and investigations.

Appointing listed presiding judges and alternate judges to hold Special and General Elections for the 2011-2012 term, which begins August 30, 2011 and ends July 31, 2012.

Appointing listed early voting judges and alternate early voting judges for listed early voting locations to hold Special and General Elections for the 2011-2012 term, which begins August 30, 2011 and ends July 31, 2012.

Approving the Options for conducting a May uniform election with the Cities and School Districts within Dallas County during the 2012 election cycle and allowing the Cities and School Districts to unanimously select the most appropriate option.

Authorizing the Dallas County Tax Assessor/Collector to enter into a contract with Freedom Chevrolet Buick GMC to lease a remote sticker printing system, and authorizing the County Judge to sign related documents required for the execution of the contract.

Authorizing the Dallas County Tax Assessor/Collector to enter into a contract with Freedom Dodge Chrysler Jeep to lease a remote sticker printing system, and authorizing the County Judge to sign related documents required for the execution of the contract.

Approving acceptance of a donation from Eric Melton of one (1) air conditioning unit to the Heat Relief Program for a qualified household.

Approving acceptance of a donation from Jodi and Paul Kimmelman of two (2) air conditioning units to the Heat Relief Program for qualified households.

Approving authorization for the County Treasurer, Joe Wells, to release payroll for Texas Department of State Health Services, Document #2011-036068-001, TB/State African American Project, for the months of September, October and November, 2011.

Authorizing a thirty (30) day (September 1, 2011 through September 30, 2011) extension of (Bid No. 2006-084-1992 – Annual Contract for Full Service Elevator/Escalator Maintenance) as awarded to United Elevator Service Co., and authorizing all County documents/payments to reflect accordingly.

Authorizing the first extension of (RFP No. 2010-069-5135 - RFP for Domestic Violence Battering Intervention and Prevention Counseling and Treatment Program Services for the Dallas County District Attorney’s Family Violence Division) as awarded to The Family Place and New Beginning Center, and authorizing all County documents/payments to reflect accordingly.

Awarding (RFP No. 2010-079-5188 – Request for Proposals for a Five (5) Year Management Services Contract for Dallas County Parking Garages) to Ace Parking Management, and authorizing the County Judge to sign the ensuing contract on behalf of Dallas County.

Authorizing the approval of the outlined Interlocal Agreement between Dallas County and Dallas County Community Supervision and Corrections Department to utilize Dallas County’s Annual Contract for Security Services, and authorizing the County Judge to execute the agreement on behalf of Dallas County.
