Authorizing the County Treasurer to transfer funds and/or issue described Dallas County checks or authorized Payroll Direct Deposits for the period of October 1, 2011 through October 31, 2011.

Approving and accepting the Report of the County Treasurer for the month of August, 2011

Authorizing the County Treasurer to make such transfers as necessary to carry out the instructions of this Court Order for stale dated checks for the period from July 1, 2009 through December 1, 2009, as well as any and all other eligible unclaimed funds prior to July 1, 2010, and authorizing future legitimate claims against such outstanding checks to be processed as payments by Dallas County, in accordance with Dallas County Policy and Procedure.

Authorizing the County Treasurer’s Office to utilize Dallas County’s self-insurance policy to insure against any losses that would have been covered by a bond as statutorily required by Texas Local Government Code 83.008.

Authorizing Philip Haigh to be paid a total of $893.75 as full and final settlement by the County of Dallas, Texas for property damage and car rental reimbursement as a result of an accident on or about June 16, 2011, and authorizing the County Treasurer to release said check to an employee of the Civil Division of the Dallas County Criminal District Attorney's Office.

Approving the outlined Agreement for Mutual Aid in a Disaster Assistance, which enables a Fire Department to come to the aid of another Fire Department, and approving the County Judge to execute the Agreement on behalf of Dallas County.

Approving the outlined Agreement for Mutual Aid in a Disaster Assistance, which enables a County Fire Marshal to come to the aid of another County Fire Marshal, and approving the County Judge to execute the Agreement on behalf of Dallas County.

Establishing an outdoor burn ban for all unincorporated areas of Dallas County, Texas, for a period not to exceed ninety (90) days from the date of this order, unless dangerous conditions exist which would allow for the extension of such ban or the lifting of the ban due to improved conditions.

Re-appointing Gloria Carrillo to serve on the Dallas County Historical Commission for a two (2) year term, effective September 27, 2011 through January 31, 2013.

Approving the FY 2012 Memorandum of Understanding (MOU) with Texas Department of State Health Services (TDSHS) for participation in the NorthSTAR project, and authorizing the County Judge to sign the Memorandum of Understanding on behalf of Dallas County.

Approving the annual budget of the Dallas County Hospital District for the fiscal year beginning October 1, 2011 and ending September 30, 2012, as submitted by the Board of Managers of the Dallas County Hospital District.

Approving the FY 2012 contracts with Dallas MetroCare Services for Personal Family Assistance (PFA), Behavior and Psychiatric Services (BPS), and for the Safe Haven Supportive Housing Program grant match, and authorizing the County Judge to sign the contracts on behalf of Dallas County.

Approving the FY 2012 amendment to the interlocal cooperation agreement with the North Texas Tollway Authority (NTTA), whereby the NTTA will reimburse Dallas County an amount not to exceed $51,383, for one-half the cost of an attorney prosecuting in the Justice of the Peace Courts, and authorizing the County Judge to sign the agreement on behalf of Dallas County.

Approving the FY 2012 contract with The Family Place to provide supervised visitation and exchange services for Dallas County, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving the FY 2012 contract with New Beginning Center for Emergency Shelter Assistance, in an amount not to exceed $10,000, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving the FY 2012 contract with the Town of Sunnyvale for police services to be provided by the Dallas County Sheriff’s Department, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving the FY 2012 contract with The University of Texas Southwestern Medical Center at Dallas for sexual assault examinations, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving the FY 2012 contract with Dallas Challenge, Inc., for truancy intervention services, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving and authorizing the County Judge to sign the contract on behalf of Dallas County for grant funding, not to exceed $70,000, for one (1) Investigator to be in the District Attorney’s Office to work in cooperation with Dallas County Community Supervision and Corrections Department (CSCD) Reengagement Program.

Approving the FY 2012 contract with Dallas CASA, Inc., for volunteer advocate and guardian ad litem services in the Dallas County Juvenile District Courts, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving the FY 2012 contract with the Texas Department of Family and Protective Services (TDFPS) for various supplemental programs, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving the FY 2012 Texas Department of Family and Protective Services State of Texas Title IV-E contract to provide a mechanism to allow counties providing Title IV-E allowable services the opportunity to obtain federal funding, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving the FY 2012 agreement with the Dallas County Hospital District Board of Managers for Dallas County to perform specific Community Health Services for the District, and authorizing the County Judge to sign the agreement on behalf of Dallas County.

Approving the FY 2012 contract between Dallas County and Trauma Support Services of North Texas, Inc., for the purpose of providing post-trial juror counseling services to eligible jurors, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Approving and authorizing the County Judge to sign the interlocal agreement on behalf of Dallas County to provide supplemental funding to support operating cost for the City of Dallas Homeless Assistance Center; the County’s monthly installments of $64,572.41 will not exceed $774,869 for FY 2012.

Certifying that a grant in the amount of $9,207 has been made to the Jewish Family Service of Greater Dallas, Inc., to be used between October 1, 2011 and September 30, 2012; certifying that the Jewish Family Service of Greater Dallas, Inc., provides home-delivered meals to homebound persons in the County who are elderly and/or have a disability; and certifying the approval of the Jewish Family Service of Greater Dallas, Inc.’s fiscal agent.

Certifying that a grant in the amount of $67,565 has been made to the Visiting Nurse Association to be used between October 1, 2011 and September 30, 2012; certifying that the Visiting Nurse Association provides home-delivered meals to homebound persons in the County who are elderly and/or have a disability; and certifying the approval of the Visiting Nurse Association’s fiscal agent.

Approving a service contract with Dispute Mediation Services, Inc., (DMS) to provide alternative dispute resolution (ADR) services, for an amount not to exceed $78,750 during the three (3) month term of the contract, and authorizing the County Judge to sign the contract on behalf of Dallas County.

Rescinding Court Order No. 2011-1550 (9/13/11) establishing the Elected Officials Salaries, Expenses or Allowances; and setting the salaries, expenses or allowances of the listed Dallas County Elected Officials, as outlined.

Authorizing the procurement of the Rapid 7 network scanning tool from Dell and a Gap Analysis Study from Solidborder utilizing their Department of Information Resources (DIR) contracts, and authorizing all County documents/payments to reflect accordingly.

Setting fees to be charged for certain services performed by the Offices of Sheriff and Constables, effective January 1, 2012, and directing the District and County Clerks, Justice Courts, Sheriff and Constables to ensure their fee schedules and deposit requirements incorporate said fees prescribed by Commissioners Court; and the County Clerk to submit written notice of the fees to the State Comptroller no later than October 15, 2011.

Approving the substitution of Vending Concepts for the provision of snack machine operations under the contract, and authorizing the outlined price increases for drinks and snacks as awarded to Dr. Pepper under RFP No. 2008-077-3589, Request for Proposals for Licensee for Vending Operations, effective October 15, 2011.

Approving refunds to taxpayers, as listed, for the period ending September 27, 2011, in amounts over $5,000.00 for erroneous or excessive tax payments.

Approving authorization for the County Treasurer, Joe Wells, to release payroll for Texas Department of State Health Services (DSHS), Document No. 2011-037667-001, HIV Prevention Plan, for the months of October, November and December, 2011.

Approving the Centers for Disease Control and Prevention Grant #5U58CD001278-02 Revised (CD10-1011 Strengthening Public Health Infrastructure for Improved Health Outcomes).

Approving the reclassification of three (3) data controller (formerly analyst) positions for the Dallas County Juvenile Justice Charter School.

Granting approval to add and reclassify the data controller position (formerly analyst) for the Dallas County Juvenile Justice Charter School.

Authorizing an extension of (RFP No. 2006-028-1786 - Request for Proposals for Commissary Services for the Dallas County Sheriff) as awarded to Keefe Commissary Group through December 31, 2011, and authorizing all County documents/payments to reflect accordingly.

Approving the final twelve (12) month extension of (Bid No. 2008-131-3926 – Annual Contract for Design/Printing/Processing/Mailing of Jury Summons) as awarded to Accurate Forms & Supplies for the period of November 18, 2011 through November 17, 2012, and authorizing all County documents/payments to reflect accordingly.

Authorizing the final twelve (12) month extension of (Bid No. 2009-117-4627 – Annual Contract for Fabricating & Printing of Custom Printed Court Case Folder Jackets) as awarded to Der Graphic, Inc., effective October 14, 2011 through October 13, 2012, and authorizing all County documents/payments to reflect accordingly.

Authorizing the final twelve (12) month extension of (Bid No. 2009-119-4634 – Annual Contract for Bond/Blue Printing and Reprographic Services) as awarded to Ikon Office Solutions, Inc., and Southwestern Blueprint Company for the period of October 13, 2011 through October 12, 2012, and authorizing all County documents/payments to reflect accordingly.

Authorizing the first twelve (12) month extension of (Bid No. 2011-004-5263 – Annual Contract for the Purchase of Custom Die Cut Heavy Duty Storage Boxes) as awarded to Accurate Forms & Supplies for the period of November 30, 2011 through November 29, 2012, and authorizing all County documents/payments to reflect accordingly.

Authorizing:  (1) staff to enter into contract negotiations with the highest ranked firm, Linebarger Goggan Blair & Sampson, LLP as the susceptible firm for award consideration and final contract negotiations with respect to RFP No. 2011-036-5427, Request for Proposals for Collection Services for Justice of the Peace Courts; and (2) a month-to-month extension of RFP No. 2004-054-1471 as awarded to Linebarger Goggan Blair & Sampson, LLP until such time that a new contract is awarded/executed.

Rendering Landsberg-Dallas as the firm susceptible for award consideration for RFP No. 2011-062-5532, Request for Proposals for Design & Installation of an Automated Food Tray Sealer and Packaging Machine, and authorizing staff to enter into contract negotiations with the respective firm.

Authorizing, in accordance with Local Government Code Chapter 271 and Government Code 791, the execution of an agreement with National Joint Powers Alliance (NJPA) for the purpose of utilizing and procuring goods/services from various competitively solicited contracts, including but not limited to Office Supplies when deemed in the best interest of Dallas County, and authorizing the County Judge to execute the outlined agreement on behalf of Dallas County.

Authorizing and directing the County Judge to execute a Memorandum of Understanding (MOU) by and between the Texas Department of Transportation (TxDOT), an agency of the State of Texas; and Dallas County regarding the adoption of the TxDOT’s Federally-approved Disadvantaged Business Enterprise Program by Dallas County.

Authorizing the City of Dallas, as Trustee, to solicit sealed bids for designated tax foreclosure properties and consenting to the sale of these properties to the highest bidder even if the bid tendered is less than the market value of the land specified in the judgment or the total amount of the judgments against the property.

Authorizing the City of Grand Prairie, as Trustee, to advertise the outlined parcels of land for sale by public sealed bid; and consenting to the sale of listed tax foreclosure properties to the highest qualified bidder, even if the bid tendered is (i) less than the market value of the land specified in the judgment or the total amount of the judgment against the property in compliance with Section 34.05(i) of the Property Tax Code, or (ii) for an amount equal to or greater than its current market value as shown by the most recent certified appraisal role, if the sum of the amount of the judgment plus post-judgment taxes, penalties, and interest owing against the property exceeds the market value in compliance with Section 34.05(j) of the Property Tax Code.

Authorizing and directing the County Judge to execute the outlined Work Order No. 2 to the existing contract between Dallas County and Rone Engineering Services, in an amount not to exceed $51,860.00, to be paid from fund 196, Project 8201.

Authorizing and directing the County Judge to execute the outlined Supplemental Agreement to Master Agreement Governing Transportation Major Capital Improvement Projects for the Danieldale Road MCIP Project 30236 from Hampton Road to Polk Street with the City of Dallas, with the County funding in the amount of $1,300,000.00 to be paid from MCIP Fund 196, Project 8201.

Authorizing and directing the County Judge to execute the outlined Supplemental Agreement to Master Agreement Governing Transportation Major Capital Improvement Projects for the Danieldale Road MCIP Project 31203 from Hampton Road to Polk Street with the City of DeSoto, with the County funding in the amount of $1,300,000.00 to be paid from MCIP Fund 196, Project 8201.

Waiving the County’s Resale to Public Jurisdiction Policy outlined in Dallas County Code Chapter 62-91 through 62-96 (C.O. 2000-1423) since the purchase amounts offered by the City for the Properties conform to Chapter 34.05(h) of the Property Tax Code.

Appointing George “Tex” Quesada to serve on the North Texas Tollway Board of Directors for a two (2) year term, effective September 27, 2011.
