Court Order:  Appointing/re-appointing Mary L. Bartsch Phinney to the Dallas County Historical Commission for a two (2) year term, effective February 8, 2011 through January 31, 2013.

Court Order:  Appointing Allan Shulkin to the Dallas County North Central Texas Health Facilities Development Corporation (NCTHFDC) for a three (3) year term, effective February 8, 2011 through January 31, 2014.

Court Order:  Authorizing the Dallas County Commissioners Court for the specific appointment made by this order suspends its rule, Article II, Section 2-38(a), as established by Commissioners Court Order 2007-1888, and appointing John Warren, Dallas County Clerk, to the Dallas Central Appraisal District (DCAD) Board of Managers for a two (2) year term, effective February 8, 2011 through January 31, 2013.

Court Order:  Approving acceptance of the grant award for the Dallas County Human Trafficking Victims Intervention grant from the Office of the Governor Criminal Justice Division, and designating the County Judge as the authorized official given the power to accept the award on behalf of Dallas County.

Court Order:  Approving the Tax Assessor/Collector to reorganize their current structure to include the deletion of twelve (12) positions; creation of four (4) new positions; classification review of three (3) positions; and authorizing that the Commissioners Court request Human Resources/Civil Service Department to review the proposed reorganization and classify the positions accordingly.

Court Order:  Authorizing Human Resources/Civil Service Department to return the existing organization structure back to the previous organization structure for the County Judge’s Office which includes two (2) Executive Assistants, grade G positions.

Court Order:  Authorizing the deletion of a Light Truck Driver, grade 5, position #9308 in the Elections Department for an annual savings of $39,088 including benefits.

Court Order:  Authorizing the deletion of a Registered Nurse, grade FM, position #5002 in the Employee Health Clinic for an annual savings of $68,082 including benefits.

Court Order:  Appointing Rick Loessberg, Dallas County Director of Planning & Development, as the County’s representative on the board of directors for the City of Dallas Cypress Waters tax increment finance district, to represent the County on said board until further notice.

Court Order:  Approving refunds to taxpayers, as listed, for the period ending February 8, 2011, in amounts over $5,000.00 for erroneous or excessive tax payments.

Court Order:  Authorizing the Dallas County Tax Assessor/Collector to enter into a contract with the City of Carrollton to provide property tax assessing and collecting services, and authorizing the County Judge to sign related documents required for the execution of the contract.

Court Order:  Approving the amendment to the Texas Department of State Health Services (DSHS) Contract No. 2010-033408-001E, CPS-Public Health Emergency Response (PHER), and authorizing the County Judge to sign the Amendment and all related documents on behalf of Dallas County.

Court Order:  Approving the amendment to the Texas Department of State Health Services (DSHS) Contract No. 2010-035368-001A, CPS-Bioterrorism Preparedness, and authorizing the County Judge to sign the Amendment and all related documents on behalf of Dallas County.

Court Order:  Approving the award of reallocated FY 2010 Ryan White Treatment Extension Act Part A Formula funds in the amount of $135,088, to service providers as outlined in Attachment A, and authorizing the County Judge to sign the contracts with the specific service providers on behalf of Dallas County.

Court Order:  Authorizing the second twelve (12) month extension of (Bid No. 2009-018-4018 - Annual Contract for GPS Fleet Tracking Services) as awarded to The GPS Tracking Network, effective February 3, 2011 through February 2, 2012, in accordance with the awarded terms, conditions and pricing set forth, and authorizing all County documents/payments to reflect accordingly.

Court Order:  Authorizing the thirty (30) day extension of (Bid No. 2010-015-4755 - Annual Contract for Hair Cuts for Juveniles) with Freestyle Barbershop for the period of February 9, 2011 through March 8, 2011, based on the existing terms, conditions and pricing structure set forth in the original bid award, and authorizing all County documents/payments to reflect accordingly.

Court Order:  Authorizing the cancellation and termination of services with respect to (Bid No. 2010-082-5192 - Annual Contract for Janitorial Services for the Health and Human Services Building and Sheriff’s Department Human Resources Offices) as awarded to CTJ Maintenance Inc., effective February 10, 2011, 11:59 p.m., and authorizing all County documents/payments to reflect accordingly.

Court Order:  Authorizing staff to enter into contract negotiations with the highest ranked firm, to be determined, for RFP No. 2010-090-5232, Request for Proposals for Desktop Technical Support Services for Dallas County and the amendment of Dallas County’s standard insurance requirement clause as outlined.

Court Order:  Authorizing the cancellation of RFP No. 2011-016-5314, High Performance Interior and Exterior 100% Acrylic Enamel Paint, and rejecting all proposals received from award consideration.

Court Order:  Authorizing, in accordance with Texas Local Government Code 262.031 (a) “Changes in Plans and Specifications”, the first modification of (Bid No. 2011-023-5334 - Annual Contract for Janitorial Services for the North, West, and East Sections of Dallas County, with respect to Section 7.1) as awarded to Andrews Building Services, Inc., to include janitorial services (4,791 square feet) at the Sheriff’s Department Human Resources Offices located at 2025 Irving Blvd., Dallas, Texas, at a rate of $0.0378/sq. ft., effective February 11, 2011, and authorizing all County documents/payments to reflect accordingly.

Court Order:  Authorizing, in accordance with Local Government Code 262.024 (a) (2), a discretionary exemption for the procurement of the antibiotics procured from Richie Pharmacal Co., Inc., with respect to Purchase Order Number 237572, and found necessary to address potential health and safety issues in preparation for an outbreak and/or the upcoming Super Bowl, and authorizing all County documents/payments to reflect accordingly.

Court Order:  Authorizing the outlined list of livestock (2 donkeys, 2 horses) as representative of the items to be sold in the upcoming online auction, and authorizing all County departments/inventories to reflect accordingly.

Court Order:  Authorizing and directing the County Judge to execute the outlined Work Order Number Two to the contract for indefinite delivery and quantity of architectural and engineering services (one year) (as extended) between Dallas County and STV, Incorporated, the successor company to Civil Structures, Inc., in the amount of $11,082.00, and to pay for this work from Fund 196.0.08130.0.0.70124.

Court Order:  Authorizing and directing the County Judge to execute the outlined Consultant Engineering Services Contract with GSWW, Inc., for the Bonnie View Road MCIP Project 30227, in an amount not to exceed $360,316.50, to be paid from funds located in Fund 196, Project 8201.

Court Order:  Authorizing and directing the County Judge to execute a construction contract with Tiseo Paving Company for the construction of the Pioneer Road Project 21902, in an amount not to exceed $10,559,524.50, to be paid $4,465,772.62 from MCIP Fund 196, Project 8201, with $5,774,815.90 to be reimbursed by the City of Mesquite, and $318,935.98 to be reimbursed by the City of Balch Springs.

Court Order:  Approving by a voice vote of the Commissioners Court that Mr. Bruce Sherbet be approved for this agreement and a two (2) year employment agreement, effective February 8, 2011 through February 7, 2013.

Court Order:  Approving the Personal Services Contract with Lilax Technologies Inc. for the services of Clint Washington, and authorizing the Dallas County Judge to sign the contract on behalf of Dallas County.
