AWARD BIDS/RFP’S: Bid No. 2011-050-5490 Annual Contract for Vanishpoint Syringes awarded to:  Practical A/R Solutions, Inc. dba Topline Home Healthcare Supplies.  (CONTRACT DATA PROVIDED MARCH 15, 2011)

COURT ORDER: Accepting payment of $2,511.38 from Farmers Insurance Group for their insured, Sheri Gaster, as settlement of property damage sustained by Dallas County on or about January 13, 2011, and authorizing the County Judge to execute any and all documents approved by the District Attorney's Civil Division to effectuate this settlement.

COURT ORDER:    Appointing Dr. Connie Wilson to the Dallas County Child Welfare Board for an unexpired term, due to the resignation of Becky Miller, effective April 5, 2011 through January 31, 2013.

COURT ORDER:  Appointing/Re-appointing Frances Gonzalez and Michael Lowenberg to the Dallas County Trail and Preserve Program Board for a two (2) year term, effective April 5, 2011 through January 31, 2013.

COURT ORDER:  Authorizing the outlined new language for the Dallas County Code as Section 94-126, and authorizing Commissioners Court Administration, Public Works Department and Purchasing Department to take the necessary steps to implement the policy.

COURT ORDER:  Approving submission of the grant application for the Dallas County District Attorney’s Office Family Violence Victim Caseworker project to the Crime Victim Services Division of the Office of the Attorney General, and designating the County Judge as the grantee’s authorized official given the power to apply for, accept, reject, alter or terminate the grant on behalf of Dallas County.

COURT ORDER:  Authorizing the deletion of two (2) deputies and creation of a captain and part-time administrative assistant with no change in the Emissions Enforcement Program Grant funding, and requesting the Human Resources/Civil Service Department review the positions for proper classification.

COURT ORDER:  Authorizing the deletion of five (5) Deputy Sheriff positions effective October 1, 2011; effective April 1, 2011 five (5) Deputy Sheriff positions and four (4) Deputy Constable positions from each Constable Office for a total of twenty (20) Deputy Constable positions will form a taskforce dedicated to searching for and locating defendants that owe Dallas County outstanding fines and court costs.

COURT ORDER:  Authorizing the six (6) month extension of the Alternative Dispute Resolution (ADR) Services contract between Dallas County and Dispute Mediation Services (DMS) with the outlined provisions

COURT ORDER:  Filing the certificate of completion issued to Commissioner John Wiley Price for continuing education requirement in Article 551.005 of the Texas Local Government Code for the calendar year of 2011.

COURT ORDER:  Appointing Johnny Wallace to serve as the Chairman of the Dallas County Trail and Preserve Program Board and Janice McCorkel to serve as the Vice Chairman of the Dallas County Trail and Preserve Program Board for the term expiring January 31, 2013.

COURT ORDER:  Approving the Personal Services Contract with ARC, Austin Ribbon + Computer for the services of Tom Acker, and authorizing the Dallas County Judge to sign the contract on behalf of Dallas County.

COURT ORDER:  Approving the Personal Services Contract with Object Information Services Inc., for the services of Tatyana Asriyan, and authorizing the Dallas County Judge to sign the contract on behalf of Dallas County.

COURT ORDER:  Approving the County Treasurer / County Auditor restructure to (1) delete two (2) County Treasurer positions; (2) emphasize full deployment of Employee Self Service (ESS); and (3) investigate imaging options; and authorizing that the Commissioners Court request Human Resources/Civil Service to review and classify the proposed Assistant Payroll Manager position as appropriate.

COURT ORDER:  Approving a contract amendment authorizing fees for one (1) additional program increasing the cost of FY 2010 Single Audit by $10,500.

COURT ORDER:   Approving the 2011-2012 Weatherization Services Agreement between Frontier Associates LLC and Dallas County Health and Human Services (DCHHS), in the amount of $100,000, for weatherization services to eligible Atmos Energy customers for the period beginning January 1, 2011 through December 31, 2012, and authorizing the County Judge to sign the Agreement and any related documents on behalf of Dallas County.

COURT ORDER:  Approving the 2011-2012 Weatherization Services Agreement between Frontier Associates LLC and Dallas County Health and Human Services (DCHHS), in the amount of $300,000, for weatherization services to eligible Oncor Energy customers for the period beginning January 1, 2011 through December 31, 2012, and authorizing the County Judge to sign the Agreement and any related documents on behalf of Dallas County.

COURT ORDER: Approving the additional funds under Amendment Number 2 of the 2011 Comprehensive Energy Assistance Program (CEAP) Contract No. 58110001076, in the amount of $1,326,291, and approving the amended Budget as outlined in Attachment A.

COURT ORDER:  Authorizing the disposal of property as outlined in the attachment, and the deletion of referenced equipment from the property records of the respective Dallas County Health and Human Services (DCHHS) grants.

COURT ORDER: Authorizing Dallas County Health and Human Services (DCHHS) to enter into agreement negotiations with specific radio stations for the production and airing of radio announcements for volunteer recruitment into the Medical Reserve Corps, and authorizing the discretionary exemption for this service from competitive bidding as in accordance with Texas Local Government Code Chapter 262-024 (a) (2).

COURT ORDER:  Authorizing the Merchant Services Agreement as awarded to Bank of America, N.A. (Solicitation No. 2005-092-1672) be extended through September 7, 2011 and continue to automatically extend on a monthly basis until either party is given a thirty (30) day termination notice, and authorizing all County documents/payments to reflect accordingly.

COURT ORDER:  Authorizing the first twelve (12) month extension of (Bid No. 2010-041-4985 – Annual Contract for HVAC Framed Filters) as awarded to Total Filtration Services and Aire Filter Products for the period from May 18, 2011 through May 17, 2012, and authorizing all County documents/payments to reflect accordingly.

COURT ORDER: Authorizing the County Judge to execute the outlined City/County Agreement with the City of Duncanville, Texas, and the County of Dallas, for maintenance and improvement of city streets for the period commencing on the effective date of the Agreement through September 30, 2011, to be renewed automatically each year for the same period of time until superseded by a supplemental agreement or earlier terminated as provided by said agreement.

COURT ORDER: Authorizing and directing the County Judge to execute the outlined Work Order Number One to the existing contract between Dallas County and Team Consultants, Inc., in an amount not to exceed $6,818.00, to be paid from Fund 196.0.08130.0.0.70124.

COURT ORDER:   Authorizing: (1) the award of bids for certain tax foreclosure properties to Consolidated Casting Corporation & or Assigns, Lee J. Schmitt, Strong Tower Church, and Nicholas Belitere, subject to and conditioned upon approval of each taxing unit entitled to receive proceeds of the sale under the judgment, post judgment delinquent taxes, penalties and interest and the previous owners right of redemption, if any; (2) upon receipt of the balance of the purchase amount, the County Judge be authorized to execute quitclaim deeds to consummate the sales; and (3) authorizing the Tax Assessor Collector to receive the awarded bid amounts and disburse the proceeds in accordance with the Property Tax Code.

COURT ORDER: Authorizing the City of Dallas, as Trustee, to sell designated tax foreclosure properties, and consenting to the sale of said properties to qualified non-profit organizations who engage in the building, repair, rental and sale of housing to low income individuals and families, in accordance with the City of Dallas Ordinance No. 23713, and the Local Government Code, Section 253.010, even if the amount tendered is less than the market values of the properties specified or the total amount of the judgments against each property.
