COURT ORDER: Authorizing the Civil Division of the Dallas County Criminal District Attorney’s Office to retain Robert Bailes and Bailes & Co., P.C., as expert witnesses in Cause No. DC-10-07672-G, styled Hillvale Medical Group Association Educational Division vs. Dallas County, Texas.

COURT ORDER: Authorizing the Dallas County Criminal District Attorney’s Office to file an amicus brief on behalf of Dallas County in Cause No. 10-0447, in support of the City of Dallas, Texas.

COURT ORDER:  Authorizing the issuance and sale of Dallas County, Texas, Limited Tax Notes, Series 2011, in an aggregate principal amount not to exceed $47,000,000; providing for the award of the sale thereof in accordance with specified parameters; levying a tax in payment thereof; prescribing the form of said notes; authorizing the execution and delivery of a purchase agreement; approving the official statement; and enacting other provisions relating thereto.

COURT ORDER:  Authorizing the issuance and sale of Dallas County, Texas, Unlimited Tax Refunding Bonds, Series 2011A, in an aggregate principal amount not to exceed $35,000,000; providing for the award of the sale thereof in accordance with specified parameters; levying a tax in payment thereof; prescribing the form of said bonds; authorizing the execution and delivery of a bond purchase agreement and an escrow agreement; approving the official statement; and enacting other provisions relating thereto.

COURT ORDER:  Authorizing the issuance and sale of Dallas County, Texas, Limited Tax Refunding Bonds, Series 2011B, in an aggregate principal amount not to exceed $2,500,000; providing for the award of the sale thereof in accordance with specified parameters; levying a tax in payment thereof; prescribing the form of said bonds; authorizing the execution and delivery of a bond purchase agreement and an escrow agreement; approving the official statement; and enacting other provisions relating thereto.

COURT ORDER:  Appointing/reappointing Charles Stokes to the Dallas County Historical Commission for a two (2) year term, effective March 22, 2011 through January 31, 2013.

COURT ORDER:  Approving the aforementioned revision to Chapters 82 and 86 of Dallas County Code as outlined in the attachment and the incorporation of such policy into the Dallas County Code.

COURT ORDER:  Authorizing the outlined non-exclusive lease agreement with RTI Donor Services for space located in the Dallas County Southwestern Institute of Forensic Sciences building, and authorizing the County Judge to sign all related documents.

COURT ORDER:  Authorizing the outlined non-exclusive lease agreement with The University of Texas Southwestern Medical Center at Dallas, Transplant Services for space located in the Dallas County Southwestern Institute of Forensic Sciences building, and authorizing the County Judge to sign all related documents.

COURT ORDER:  Authorizing and approving the Personal Services Contract with Lilax Technologies Inc. for the services of Poonam Mishra, and authorizing the Dallas County Judge to sign the contract on behalf of Dallas County.

COURT ORDER:  Approving refunds to taxpayers, as listed, for the period ending March 22, 2011, in amounts over $5,000.00 for erroneous or excessive tax payments.

COURT ORDER:  Approving the award of reallocated FY 2010 Ryan White Part B Formula grant funds totaling $33,000.00, as outlined in Attachment A, and authorizing the County Judge to sign the contract amendments with the service providers on behalf of Dallas County.

COURT ORDER:  Approving Esi Acquisition, Inc., to provide WebEOC training for Dallas County Health and Human Services (DCHHS), Public Health Preparedness staff, in an amount not to exceed $10,955.00.

COURT ORDER:  Authorizing a sixty (60) day extension (April 1, 2011 through May 31, 2011) of RFP No. 2005-139-1725 – Request for Proposals for a Five (5) Year Management Services Contract for Dallas County Parking Garages, as awarded to Ace Parking, and authorizing all County documents/payments to reflect accordingly.

COURT ORDER:  Authorizing a twelve (12) month extension (April 1, 2011 through March 31, 2012) for the license and maintenance portion of RFP No. 2008-063-3472 – Request for Proposals for Digital Archival & Integration Services of Commissioners Court Records, as awarded to Global 360 BGS, Inc., and authorizing all County documents/payments to reflect accordingly.

COURT ORDER:  Authorizing the modification of (Bid No. 2010-032-4395 – Annual Contract for the Purchase of Commercially Prepared Media Reagents and Stains) as awarded to Fisher Scientific, Inc. to include service/administrative charges relating to the purchase of iodine based products, effective February 23, 2011, and authorizing all County documents/payments to reflect accordingly.

COURT ORDER:  Authorizing and directing the County Judge to execute the outlined Easement Encroachment Agreement with Oncor Electric Delivery Company, on behalf of Dallas County for the Hunter Ferrell Road MCIP Project 47601, from Belt Line Road to MacArthur Boulevard.

COURT ORDER:  Authorizing and directing the County Judge to execute the outlined Consultant Engineering Services Contract with Civil Consulting Group, PLLC., for the Miller Road MCIP Project 27501, in an amount not to exceed $536,232.34, to be paid from funds located in Fund 196, Project 8201.

COURT ORDER:  Designating and appointing Judge Bob McGrath and Sheriff Lupe Valdez, or her designee, as the individuals vested with the full authority, support and backing of this Court to coordinate and control efforts on behalf of Dallas County to assist in the disposition of motor vehicles towed by Dallas County Constables and stored at Dowdy Ferry Auto Service, Inc.

COURT ORDER: Appointing/reappointing Ed Oakley to the Citizen Election Advisory Committee for a two (2) year Term, effective March 22, 2011 through January 31, 2011.

COURT ORDER: Accepting the resignation of Commissioner Mike Cantrell and appointing County Judge Clay Lewis Jenkins as Dallas County’s representative for the Dallas Regional Mobility Coalition (DRMC).
