SPCA Offers Free Spays & Neuters
SPCA of Texas Announces "Fix 'Em Dallas County" Program for Dallas County Residents
The SPCA of Texas launches Fix 'Em Dallas County thanks to a grant from PetSmart Charities. The program will offer free spay and neuter surgeries for pets of Dallas County residents from July 10th though September 30th. A microchip special of $15 is also available at the time of surgery. Elder Financial Safety Center Announced
Dallas County Commissioners Court celebrated the creation of an Elder Financial Safety Center. The center was made possible by a generous $3.9 million grant from the W.W. Caruth Jr. Foundation at the Communities Foundation of Texas and is a collaboration between the Senior Source, Dallas County Probate Courts and the Dallas County District Attorney's Office. Financial Safety for older adults affects housing, health choices, transportation, property crime, fraud and exploitation. The collaboration is aimed to secure the financial security of older adults by focusing on prevention, protection, and prosecution. Grand Prairie Police Youth Boxing Program
Dallas County Commissioner Elba Garcia joined Chief Dye in congratulating youth champions from the Grand Prairie Police Youth Boxing Program. This year there were 8 champions that competed in 3 tournaments. The Grand Prairie Police Youth Boxing Program was developed under the vision and leadership of Police Chief Steve Dye and the program is aimed to provide youth mentorship and activities that stimulate youth to become productive community members. National Infant Immunization Week
On Tuesday, April 22nd in Dallas County Commissioners Court, Dr. Elba Garcia sponsored a resolution recognizing Dallas County Health & Human Services' (DCHHS) efforts during National Infant Immunization Week (NIIW). NIIW lasts from April 26, 2014 to May 3, 2014 and focuses attention on the importance of timely immunizations for infants & toddlers 2 years and younger. NIIW calls upon parents, caregivers, and healthcare providers to participate in activities that increase the awareness of immunizing children. DCHHS has demonstrated that awareness and persistent efforts to increase access to immunizations can make a difference, as confirmed by increased immunization rates county-wide. Sylvan Avenue Bridge Partially Re-Opened
The New and Improved Sylvan Avenue Bridge is Now Open
On Wednesday, April 9, 2014 the new and improved Sylvan Avenue Bridge across the Trinity River opened to traffic crossing from West Dallas and Oak Cliff. The 3,500 foot bridge was a $42 million project between the City of Dallas and the state. For now only 2 lanes are open, one in each direction. Red Oak Creek Trail In Cedar Hill
The three-mile Red Oak Creek Trail connects several schools, neighborhoods and city parks and recreational facilities. RoeschCo Construction built the trail at a cost of $2.4 million. The trail features several entry points, one of which is on East Parkerville near U.S. Highway 67. It also includes a 125-foot steel bridge, stone retaining walls and five rest areas with stone seating.
There is another Dallas County trail in the works for Oak Cliff. Dallas County Commissioners last week OK’d $3.7 million to help build the Chalk Hill Trail, approving an agreement with the city of Dallas to develop the four-mile corridor in west Oak Cliff. The trail, long a focus for County Commissioner Elba Garcia, would follow an abandoned railroad line north from DART’s Westmoreland Station to around the intersection of West Davis Street and Chalk Hill Road. Jefferson Blvd. Repairs in Cockrell Hill
Dallas County Road & Bridge 4 crews have completed milling and overlay (resurfacing) work on Jefferson Boulevard in Cockrell Hill. The project is on Jefferson Blvd from the intersection at Cockrell Hill Road to the western city limits and on the east end of Jefferson Blvd. from just east of the intersection at Gilpin to the intersection at Burns. This work, along with the new curbs and gutters near Gilpin, are a dramatic improvement to this stretch of Jefferson Blvd. in Cockrell Hill. Total project was about 2260 linear feet. The federally-funded Community Development Block Grants (CDBG) allocated to Dallas County support the County's Replacement Housing Program. The Replacement Housing Program demolishes substandard
low/moderate income owner-occupied housing that is too dilapidated to be
economically repaired and replaces it with a new 1,000-square-foot home.
This week, Commissioner Elba Garcia was happy to welcome the home owners to their new home. Thanks to this program, another family in Cockrell Hill is benefiting. This
program is only operated in a few of the County's smaller cities (under 50K Population). For more

Today, Dallas County Commissioners Court was briefed on the Horseshoe Project and the approximately $12 million dollars for various Dallas County construction and transportation improvements surrounding the Horseshoe Project. The Horseshoe Project is being constructed under the guidance of the Texas Department of Transportation (TxDOT) project and is in conjunction with many partners, including Dallas County. The Horseshoe Project will replace the IH-30 and IH-35E bridges over the Trinity River and update various on/off ramps and interchanges.
At the request of Commissioner Elba Garcia, approximately $12 million will come directly from Dallas County District 4 Major Capital Improvement Project (MCIP) funds, including $2 million dollars allocated for pedestrian and bike access to the IH 30 Margaret McDermott Bridge. The pedestrian and bike lanes will increase connectivity between Oak Cliff & Downtown, promote more urban livability and economic development, and allow open access to the Margaret McDermott Bridge as a future Dallas landmark. The Horseshoe Project is located within Districts 3 and 4.

Joint DWI Press Conference 2013
On Wednesday, November 13th Dallas County Commissioner Elba Garcia, Tarrant County Commissioner Andy Nguyen, Dallas County Sheriff Lupe Valdez, Dallas County District Attorney Craig Watkins, Tarrant County Assistant District Attorney Richard Alpert, Mothers Against Drunk Driving (MADD) and representatives from local police departments and community organizations from across the DFW Metroplex gathered to outline efforts to increase awareness and reduce DWI during the holiday season and demonstrate the financial, legal and personal costs of DWI. Families and others who have been victims of DWI, as well a DWI offender discussed the impact that DWI has had on their lives. This press conference was hosted by Grand Prairie Police Chief Steven Dye and took place at Grand Prairie Police Headquarters.

Major Capital Improvements Update
On August 6, 2013 the Dallas County Commissioners Court approved an agreement with the City of Dallas for improvements to Harry Hines Boulevard and Denton Drive. The total project cost for the improvements to Harry Hines Boulevard is projected to be $6 million, of which Dallas County has agreed to to funding $500,000 Thousand Dollars. Improvements to Denton Drive are projected to cost a total of $36 million dollars, which will be equally shared by Dallas County and the City of Dallas.

These professional services will provide the neccesary improvements for the completion of the larger Horseshoe Project, which will included bridge construction for I-30, connecting street improvement, and bicycle and pedestrian access.

On Friday, April 26th Dr. Elba Garcia was joined by the Grand Prarie community and offcials at the dedication of the new Dallas County Government Center in Grand Prairie. The building will house a branch of the Tax Collectors Office, Justice of the Peace Judge Norris Rideaux's Courtroom, Contstable Williams office and Truancy Court. The Dallas County Government Center in Grand Prairie is the first newly built Dallas County building in 40 years.

On Tuesday, March 26, 2013 the Dallas County Commissioners Court voted to execute a Local Project Funding Agreement with TxDOT to provide a total of $6,471,917 for pedestrian structures and sidewalks along Loop 354 (Harry Hines Blvd. from Manana Dr. to north Royal Lane). This project is designated as MCIP 10217-A and Dallas County participation is estimated to be $984,793.

$2 Million for Pedestrian and Bike Lanes
On Tuesday, March 19, 2013 the Dallas County Commissioners Court approved $2 million for bicycle and pedestrian lanes on the planned IH-30/Margaret McDermott Bridge connection between Riverfront Boulevard and Beckley Avenue. The dollars for this project were specifically allocated by District 4 Commissioner Elba Garcia. Commissioner Garcia stated, “I chose to place a portion of my District 4 construction dollars towards these bicycle and pedestrian lanes because they will increase connectivity between downtown and Oak Cliff, create more urban livability and sustainable economic development, and allow pedestrian and bicyclist access to this future Dallas landmark.”

Safer Dallas Better Dallas Presents Check for Animal Cruelty Unit
In Commissioners Court on Tuesday March 5th, Safer Dallas Better Dallas presented a $200,000 check to the Commissioners Court to fund the first year of the Animal Cruelty Unit in the Dallas County District Attorney’s Office. Commissioner Garcia thanked Safer Dallas Better Dallas for their leadership and recognized several key donors to the effort, including the Meadows Foundation, the Rees Jones Foundation, the Dallas Foundation, the Alinda Hill Wikert Foundation, Maurine and Roland Dickey, Skip Trimble, and many animal advocates.
The new Animal Cruelty Unit is still under implementation, but will be up and running soon. The Distrcit Attorney's Office will be working closely with local government and community stakeholders to educate the public about the coming changes in animal cruelty investigation and enforcement. We ask the public to continue to report any cases of animal neglect or abuse.

The Prostitution Diversion Initiative
Could Become a State Model
Texas Senator John Whitmire of Houston filed a bill in the Texas State Legislature that would make prostitution diversion programs, like Dallas' Prostitution Diversion Initiative, mandatory for urban counties above 200,000 in population. The proposed program would include a special prostitution court. The Prostitution Diversion Initiative is a collaboration between the Commissioners Court (now Dr. Elba Garcia, previously Commissioner Maurine Dickey), District Attorney's Office, Dallas City Attorney's Office, dallas Coutny and City of Dallas Courts, Sheriff's Office, Dallas County Health & Human Services, Parkland Hospital and over 60 social service and faith based organizations. West Nile Season 2013
Dallas County Health and Human Services officials, in conjunction with local, regional, state and federal officials, have begun preparing for the 2013 West Nile Virus Season. In Dallas County Commissioners Court on Tuesday, February 12th, officials briefed Commissioners on a new system of managing risk and response and the contingencies for ground-based mosquito controls. Regional Transportation Council Approves Additional $31 Million to Extend Streetcar Line to Bishop Arts District, Oak Cliff
On December 10th the Regional Transportation Council (RTC), made up of elected and transportation officials from the DFW region voted to reallocate $30.87 million dollars towards a streetcar line that will link downtown Dallas to the Bishop Arts District in Oak Cliff. Under the original plans the line began downtown at Union Station and ended at the intersection of Beckley and Colorado near Methodist Hospital. The new funds will extend the line by .7 miles south on Zang Blvd. to Davis St. The extra funds will also pay for an additional streetcar on the line that will travel between the Dallas Convention Center and Davis as well as preliminary work on an extension from Union Station to the Convention center.
Dallas County Commissioner Elba Garcia, who is an alternate on the RTC Board, voted enthusiastically to support the extension. After the vote she commented, “This is a fantastic and exciting project for Dallas. This streetcar line linking Downtown Dallas and the Bishop Arts District will provide for economic development and also help to fulfill our transportation needs for sustainable growth.”
In the same meeting the RTC also voted in support of road improvements on TX 183, TX 114, TX 161 and Loop 12 North in Irving as part of a $560 million dollar partnership with TxDOT.
