Authorizing the outlined contingent fee for legal services contract between Dallas County and Malouf & Nockels LLP (‘the FIRM”), and authorizing Dallas County Judge Clay Lewis Jenkins to sign such contract on behalf of Dallas County, Texas.

Authorizing the award of (RFQ No. 2010-089-5231 – Request for Qualifications Proposal of Energy Service Companies for Performance Contracting) to Schneider Electric Buildings Americas, Inc., and authorizing the County Judge to execute the outlined agreement on behalf of Dallas County.

Approving the annual budget of the Dallas County Hospital District for the fiscal year beginning October 1, 2011 and ending September 30, 2012, as submitted by the Board of Managers of the Dallas County Hospital District.

Levying taxes at a rate of 27.1 cents on each $100 assessed valuation of all taxable property within the County for general operating purposes of the Dallas County Hospital District.

Approving and adopting the proposed FY 2012 Dallas County Budget for the fiscal year beginning October 1, 2011 and ending September 30, 2012, as submitted by the Dallas County Budget Officer.

Levying taxes at a rate of 24.31 cents on each $100 assessed valuation of all taxable property within the County, and to levy an occupational tax as required by State Law.

Authorizing the creation of a “judge’s bailiff” to perform the duties of a bailiff for the 301st Family District Court, with the Human Resources/Civil Service Department reviewing the position for the appropriate classification.

Authorizing Dallas County to participate in the City of Dallas Cypress Waters Tax Increment Finance (TIF) district by providing 55% of its increment, beginning on January 1, 2014, until either December 31, 2033, the County’s total net present value contribution (using an interest rate of 5%) reaches $10.5 million, or the City of Dallas terminates the agreement, whichever occurs first, and authorizing the County Judge to sign the related participation agreement with the City of Dallas.

Approving the smoker’s premium rate of $23.08 per pay period, per smoking participant (active employee/retiree and/or covered family member).

Approving the medical, dental, and vision accrual rates (premiums) for active employees, retirees, and their dependents for Calendar Year 2012, as outlined in Attachments A-D.

Acknowledging that Ron Stretcher, Dallas County Director of Criminal Justice, shall serve as a member of the Dallas County Bail Bond Board, as the representative authorized by Section 1704.053(3) of the Texas Occupation Code, effective September 20, 2011.

Approving the outlined Dallas County Clerk’s FY 2012 Records Archive Plan, and authorizing the implementation of the plan, effective October 1, 2011.

Approving early voting election judges to be paid an hourly rate of $11.26 for the City of Coppell (COCp), City of Glenn Heights (COGh), Town of Sunnyvale (TOS), and the Cedar Hill ISD (CHISD) during the Joint Election to be held on November 8, 2011; funds will be deposited by COCp, CoGh, TOS, and CHISD into a project fund for the expenditures for the joint election.

Approving refunds to taxpayers, as listed, for the period ending September 20, 2011, in amounts over $2,500.00 for erroneous or excessive tax payments.

Approving acceptance of a donation from Good Street Baptist Church in the amount of $1,195.81, for deposit into the Heat Relief fund for the purchase and installation of air conditioning units to eligible households, and authorizing the discretionary exemption from competitive purchasing requirements as allowed by Local Government Code, Chapter 262.024(a)(2).

Approving the following:  (1) re-issuing of the Interlocal Health Services Agreements for the cities of Addison, Balch Springs, Carrollton, Cedar Hill, Cockrell Hill, Coppell, Farmers Branch, Glenn Heights, Grand Prairie, Highland Park, Hutchins, Irving, Lancaster, Sachse, Sunnyvale, and University Park; (2) authorizing the fee schedule, as outlined; and (3) authorizing the County Judge to sign the Interlocal Health Services Agreement on behalf of Dallas County.

Approving the Agreement between the City of Garland and Dallas County Health and Human Services (DCHHS) for communicable disease investigations, control for all vaccine preventable disease and enteric illnesses, and authorizing the County Judge to sign the agreement on behalf of Dallas County.

Approving the Agreement with Dallas Metrocare Services and Dallas County Health and Human Services (DCHHS) for the provision of Tuberculosis (TB) screening for the employees of Dallas Metrocare Services, and authorizing the County Judge to sign the agreement on behalf of Dallas County.

Approving the Department of State Health Services (DSHS) Document No. 2012-039417-001, (TB – State African American Project), and authorizing the County Judge to sign the contract and related documents on behalf of Dallas County.

Authorizing the cancellation of RFP No. 2009-058-4294, Request for Proposal for Automated Traffic Citation Management System and rejecting all proposals received from award consideration.

Authorizing the extension of (Bid No. 2010-045-5009 – Annual Contract for Janitorial Services for the Institute of Forensic Sciences/Medical Examiner Facility) as awarded to James Enterprise through November 30, 2011 or until a new solicitation is awarded (whichever occurs first), and authorizing all County documents/payments to reflect accordingly.

Authorizing, in accordance with Texas Local Government Code 262.031(a) “Changes in Plans and Specifications”, the third modification of (Bid No. 2011-023-5334 – Annual Contract for Janitorial Services for the North, West, and East Sections of Dallas County) as awarded to James Enterprise, to reflect the increase in the cleanable square footage at the North Dallas Government Center location from 34,500 sq. ft. to 38,100 sq. ft., at the current bid rate of $0.04 sq. ft. (monthly rate of $1,524.00) effective September 1, 2011, and authorizing all County documents/payments to reflect accordingly.

Authorizing, in accordance with Texas Local Government Code 262.031(a) “Changes in Plans and Specifications”, the modification of (Bid No. 2011-064-5543 – Annual Contract for Commercial and Industrial Solid Waste/Refuse Collection and Disposal Services) as awarded to Community Waste Disposal to include solid waste/refuse collection services at the service levels, dates and pricing, as outlined, for the old Institute of Forensic Sciences location at 5230 Medical Center Dr., Dallas, Texas and Cliff House location at 1545 S. Ewing, Dallas, Texas, and authorizing all County documents/payments to reflect accordingly.

Authorizing the County Judge to execute Amendment No. 4 to the Indefinite Delivery Indefinite Quantity Contract with Halff Associates, Inc., awarding the additional one hundred twenty (120) day extension (January 29, 2012) or until the completion of all active, fully authorized work orders, which ever occurs last; to finalize the request for solicitation and contract, advertise, receive and evaluate submittals and recommend award of the ROW IDIQ services contract to most qualified firm.
