- How do I register my business in the County’s vendor database?
Download, complete and return the Vendor Registration Form to the Purchasing Department. The address and fax number is on the top of the form. The form is located at: http://www.dallascounty.org/department/purchasing/vendor_reg.html
- How does my business receive notification of County solicitations?
After your business is registered in our vendor database, you will receive notification of upcoming bids and RFPs in the industry categories you listed on your Vendor Registration Form.

- What certification does Dallas County accept?
Dallas County currently acknowledges certified businesses that have been approved by one or more of the following entities; please visit each entities’ website for more detailed information on the respective certification requirements and processes:
- North Central Texas Regional Certification Agency (NCTRCA)-MBE, WBE, DBE*
- Minority Business Enterprise (MBE)
- A business concern owned by citizens of the U.S. Membership includes African American, Hispanic American, Native American, Asian-Pacific American, Asian-Indian American, and other minorities approved by NCTRCA, and that is
- 51% or more owned by one or more of the above, and whose
- Management and daily operation is controlled by one or more of the above.
- Women Business Enterprise (WBE)
- A business concern owned by citizens of the U.S., and that is
- 51% or more owned by one or more women, and whose
- Management and daily business operation is controlled by one or more women
- Disadvantaged Business Enterprise (DBE) (TXDoT projects only*)
- Firm must be at least 51% owned and controlled by a socially and economically disadvantaged individual(s)
- The disadvantaged owners must be an United States Citizen or lawfully admitted permanent resident of the United States
- Firm must be a small business that meets the Small Business Administration’s size standard and does not exceed $22.51 million in gross receipts for DBEs and $56.42 million in gross received for ACDBEs
- Personal Net Worth for all owners claiming disadvantaged status for the DBE and/or ACDBE program must not exceed $1.32 million.
- Firm must be organized as a for-profit business
- Dallas/Fort Worth Minority Supplier Development Council (DFWMSDC)-MBE
To qualify for an MBE Certification, a business must be at least 51% owned, operated, and controlled by an American ethnic minority group member that is a U. S. citizen, physically located in the North Texas area, to include the Dallas/Fort Worth metroplex and surrounding counties. Minority status constitutes anyone belonging to one of following ethnic groups:
- Native American
- Women’s Business Council-Southwest (WBCS)-WBE
- At least fifty-one percent ownership by a woman or women
- Proof of daily management and unilateral control of the business
- Documented evidence of contribution of capital and/or expertise
- U.S. Citizenship or Permanent Legal Resident Alien status
- Texas State Historically Underutilized Businesses (HUB)
A "Historically Underutilized Business"…
- is a for-profit entity that has not exceeded the size standards prescribed by 34 TAC §20.23, and has its principal place of business in Texas, and
- is at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman and/or Service Disabled Veteran, who reside in Texas and actively participate in the control, operations and management of the entity's affairs.
