Dallas County Emergency Communications (DCEMCOM) provides emergency radio communications in support of the Dallas County Office of Homeland Security and Emergency Management's mission by handling emergency traffic during such emergencies when normal public service communication systems are not functioning or are overloaded. DCEMCOM will respond for declared emergencies, which may involve natural disasters (storms, floods, fire, and earthquakes), large-scale accidents, industrial accidents, hazmat incidents, weapons of mass destruction, terrorism, war, civil defense/preparedness, and homeland security.

When activated, DCEMCOM members will operate from an Incident Command location or from the well-equipped Dallas County Emergency Operations Center. The County along with digital Packet and APRS capability provides multiple HF/VHF/UHF operating positions. All rigs are commercial grade Kenwood transceivers.

DCEMCOM members are all volunteers from the local community and dedicated to the mission of serving the citizens of Dallas County, Texas. Each member undergoes extensive training and certified in NIMS and ICS protocols. All members have a minimum participation requirement for training as well as a required public service event participation requirement. Members desiring to participate in severe weather storm spotting are required to attend a National Weather Service Skywarn school at least once every two years.
